Five Key Crisis Management Plans

The purpose of the "Basic Plan" is to provide a leadership, communications, and operational framework for crisis management with sufficient flexibility to accommodate contingencies of various types and magnitude. The Annexes to this Plan present hazard-specific procedures and a variety of crisis response tools. The contents of the Plan are under constant review, and are, as such never considered final.
