Unauthorized Card Use
The following items are prohibited from being purchased with the card:
- Alcoholic beverages
- Travel-related expenses (including food and registration)*
- Cash advances**
- Professional services (requires a Personal Services Contract)
- Items for personal use**
- Items for non-University purposes which includes gifts for University employees.**
- Meals
- Dues and membership fees
- Copy machines
- Purchases from a computer vendor with whom the University has a contract (2/1/09): Regardless of the dollar amount, all products or services from the following vendors must be purchased through Tigerbuy with an on-line purchase requisition: Apple, Dell, Hewlett Packard (CDW or Personal Computer Systems), and Sun Microsystems. Use of the purchasing card for payment up to the single spending limit is allowable through Tigerbuy. Please consult your LSP or Clark Reese (x-2353) for additional information. Although the purchase of computer software, hardware, and associated products from non-contracted vendors is NOT prohibited, it is STRONGLY recommended you contact Information Technology (ITD) or your LSP before making any of these types of purchases.
- Moving Services
- Gift cards (Effective date 8/14/08)
- Cell phones and related accessories: Reimbursement for such expenses for personal phones (approved for business use) must go through the payroll system (via cell allowance request/change form) to meet IRS regulations. Purchasing card use for University of Memphis owned cell phones is permitted. (Effective date 10/24/08)
- Purchase of Hazardous Materials: When purchasing chemicals with the purchasing card, the follow guideline must be followed: Specialized Purchasing Gudielines (Procedure: Purchase of Hazardous Materials)
*Registration Fees are permitted for local Conferences, Seminars, etc., when NO travel related expenses are associated with the registration fee.
**The Purchasing Card is never to be used to purchase items for personal use or for non-University purposes, even if the Cardholder intends to reimburse the University.
A Cardholder who makes an unauthorized purchase with the Purchasing card or uses the Purchasing card in an inappropriate manner will be subject to disciplinary action including possible termination of employment at the University and criminal prosecution.
