Theoretical Framework

Robert Quinn's Competing Values Framework (CVF) provided the theoretical foundation in the development of the Division's supervisory evaluation process. In contrast to traditional models of leadership, which have divided the domain into contrasting, either/or categories (e.g., Theory X vs. Theory Y; task vs. socioemotional; transactional vs. transformational), the competing values approach holds that high performance requires the simultaneous mastery of seemingly contradictory or paradoxical capabilities.
